This problem is usually and electrical problem, open or short circuit between TCM and ECM.

P1711 Buick Description
The Transmission Control Module (TCM) sends a Torque Control Signal to the Engine Control Module (ECM). The P1711 Buick code is set when the signal received by the the ECM it’s not what is expected.
